3 NATO troops killed in eastern Afghanistan

(AP)? KABUL, Afghanistan ? Three NATO service members have been killed by a roadside bomb in eastern Afghanistan, the alliance said Wednesday. The Taliban claimed responsibility for the attack, saying the target was a U.S. military convoy.

NATO's statement said that the deaths occurred Tuesday, but provided no further details about the incident or the nationalities of the troops.

The Taliban said the attack took place in Paktiya province, about 100 kilometers (60 miles) south of Kabul.

The latest deaths bring December's toll of foreign troops killed in Afghanistan to 23, for a total of 539 deaths so far this year. The yearly tally is considerably lower than for 2010, when more than 700 troops died. The number of wounded has remained high, dipping only slightly from last year's total of more than 5,000 service members.

Also Tuesday, a community council leader in the Musa Qala district of restive Helmand province was shot and killed by insurgents along with his 20-year-old son and two-year-old grandson, the governor's office said.

A statement from the office said the attack occurred late in the evening, as council leader Adbdul Baqi was heading home from his office. There were no further details.

The U.S.-led coalition has started transitioning parts of Helmand to the government as part of a plan to cede full control of the country's security to Afghan forces by the end of 2014.

Iran seeks death penalty for US man 'deceived' by CIA

An American man accused by Iran of working for the CIA could face the death penalty, the semi-official Fars news agency reported Tuesday.

In a closed court hearing, the prosecution applied for capital punishment, the report said, because the suspect, identified as Amir Mirzaei Hekmati, "admitted that he received training in the United States and planned to imply that Iran was involved in terrorist activities in foreign countries" after returning to the U.S.

The report said Hekmati repeated a confession broadcast on state TV Dec. 18 .

Under the Iranian law spying can lead to death penalty only in military cases.

'A new source'
The Fars report said Hekmati's lawyer, who was identified only by his surname, Samadi, denied the charges.

In court on Tuesday, Hekmati confessed to having links with the CIA but said he had no intention to harm Iran.

"I was deceived by the CIA ... Although I was appointed to break into Iran's intelligence systems and act as a new source for the CIA, I had no intention of undermining the country," Fars quoted Hekmati as saying.

No date for the next court hearing was released.

On Tuesday U.S. State Department spokesman Mark Toner said Washington was aware of news reports indicating that Hekmati's trial had started and again urged Tehran to release him immediately.

He said that Switzerland, which represents U.S. interests in Iran in the absence of formal diplomatic ties between the two countries, had formally requested permission for consular access to Hekmati on December 24 but that Iran had again refused.

Hekmati, 28, was born in Arizona. His family is of Iranian origin. His father, who lives in Michigan, said his son is not a CIA spy and was visiting his grandmothers in Iran when he was arrested.

Russia seizes Iran-bound radioactive material

Iran charges that as a U.S. Marine, he received special training and served at U.S. military bases in Iraq and Afghanistan before heading to Iran for his alleged intelligence mission.

Current and former U.S. government officials told Reuters in November that Iran had succeeded in uncovering the identities of several CIA informants.

The United States is leading efforts to tighten sanctions on Iran which it accuses of seeking nuclear weapons, a charge Tehran denies. Washington and Israel say they do not rule out making military strikes on Iran's nuclear sites if diplomacy fails.

In post-Soviet Russia, massive supercomputer programs you. (Sorry, we had to.) Recently, Russia?s Moscow State University contracted with high-performance computing company T-Platforms to create a ten petaflop cluster that?ll be operational in 2013. The computer would fall just short of the fastest supercomputer on Earth (the Japanese K Computer, which is rated at 10.51 petaflops) and will incorporate a mixture of different node types to achieve the ten petaflops. T-Platforms will reportedly build the nodes from Sandy Bridge or Ivy Bridge Xeon processors and NVIDIA?s next-generation Kepler GPU coprocessors, and Intel?s Many Integrated Core (MIC) architecture could also be included if it?s available during construction. The reason for the project? Unknown officially, but we?re guessing it?s just another reason for Putin to rip his shirt off and celebrate.

(AP) ? A giant saltwater crocodile named Elvis with an apparent affinity for household machinery charged at an Australian reptile park worker Wednesday before stealing his lawn mower.

Tim Faulkner, operations manager at the Australian Reptile Park, north of Sydney, was one of three workers tending to the lawn in Elvis' enclosure when he heard reptile keeper Billy Collett let out a yelp. Faulkner looked up to see the 16-foot (5-meter), 1,100-pound (500-kilogram) crocodile lunging out of its lagoon at Collett, who warded the creature off with his mower.

"Before we knew it, the croc had the mower above his head," Faulkner said. "He got his jaws around the top of the mower and picked it up and took it underwater with him."

The workers quickly left the enclosure. Elvis, meanwhile, showed no signs of relinquishing his new toy and sat guarding it closely all morning.

Eventually, Faulkner realized he had no other choice but to go back in after the mower.

Collett lured Elvis to the opposite end of the lagoon with a heaping helping of kangaroo meat while Faulkner plunged, fully clothed, into the water. Before grabbing the mower, however, he had to search the bottom of the lagoon for two 3-inch (7-centimeter) teeth Elvis lost during the encounter. He quickly found them and escaped from the pool, unharmed and with mower in tow.

Though many may question the wisdom of going after a couple of teeth with a massive crocodile lurking just feet away, Faulkner said finding them was critical. "They clog up the filter systems," he said.

And, perhaps more important, he said, "They're a nice souvenir."

Elvis has a history of cranky behavior and has occasionally lunged at staff before, though this is the first time he has stolen something from one of the workers. The croc was initially captured in the northern Australian city of Darwin, where he had been attacking fishing boats. He was then moved to a crocodile farm, where he proceeded to kill his two crocodile girlfriends.

In 2008, he was moved to the reptile park, where he has enjoyed solitary confinement in his own enclosure.

"When they are the dominant croc, they're just full of testosterone," Faulkner said. "He's got his beautiful own yard, he wants to be a solitary creature. He's happy."

Despite having to give up the lawn mower, Elvis was clearly pleased with himself, Faulkner said.

"He's beaten us today ... he's kingpin," Faulkner said. "He's going to be walking around with his chest puffed out all day."

As for the staff at the reptile park?

"I can't lie, the bosses are not going to be happy about the cost of a new lawn mower," Faulkner said with a laugh. "(But) we love it. No one's injured ... and when you get scared and it all turns out to be good, it's actually quite enjoyable."

Suicide attacker kills 7 at Baghdad checkpoint (AP)

BAGHDAD ? A suicide bomber set off a car bomb Monday at a checkpoint leading to the Iraqi Interior Ministry, killing seven people and injuring 32 others, officials said.

The attack followed a series of bombings last week that killed up to 70 people in a single day, increasing fears about Iraq's future after U.S. troops withdrew this month.

Two police officers said the bomber struck during morning rush hour, hitting one of many security barriers set up around the ministry's building. Five policemen were among the dead, they said.

Two doctors at nearby hospitals confirmed the causality figures. All spoke on condition of anonymity because they were not authorized to release information.

No one has claimed responsibility, but suicide attacks are the hallmark of the al-Qaida in Iraq terror group.

U.S. and some Iraqi officials have warned of a resurgence of Sunni and Shiite militants and an increase in violence after the full U.S. troop withdrawal.

Adding to Iraq's troubles is an increase in political tension stemming from a showdown between the Shiite prime minister, Nouri al-Maliki, and the top Sunni political leader in the country.

Al-Maliki's government has issued an arrest warrant for Sunni Vice President Tariq al-Hashemi on charges that he ran hit squads against government officials.

Al-Hashemi has denied the charges and said they are politically motivated.

Virginia coach Mike London's $225,000 contribution to indoor facility construction makes several statements

Virginia coach Mike London might have made a statement about his intentions to hang around Charlottesville for a while by pledging $225,000 to the construction of U.Va.'s indoor practice facility, a project that will cost a total of $13 million to complete and has already had $9.5 million committed to it from all contributors.

London's contribution is significant. His pledge adds up to more than coach Hugh Freeze made this season ($202,160) at Sun Belt champion Arkansas State (Freeze recently accepted the job at Mississippi, where he stands to make much more next season).

Of course, a chunk of change like the one London dropped on the indoor facility is a little more manageable when you're earning almost $1.8 million like London did this season, but it still sends a massive monetary message.

Perhaps as part of London's contract extension negotiations (of which there should be an announcement regarding said extension in the coming days or weeks) he worked this personalized $225,000 contribution into the framework of the deal, but that's pure speculation. Either way, it says something about where London ranks the importance of the 78,000 square foot facility, which U.Va. hopes to have ready for spring practice in 2013.

?The construction of the indoor practice facility is an important part of the effort to make our football program consistently successful,? said London in a statement released by U.Va.'s athletic department. ?That's why I want to show my personal support for the fundraising effort by making this pledge.

?The indoor facility will be a tremendous benefit for our team?s in-season preparation and out-of-season conditioning. It will allow us the opportunity to attract the types of student-athletes to Virginia who will play an important role in the building of the program. I can?t think of a better way to express my commitment to the University and to the football program than to personally make a gift to this important project.?

Maybe some will perceive an element of apples and oranges to this next point, but I don't think so. I guess I'm a little confused about the differences between this contribution and the supplements to the income of Georgia football employees made recently by Georgia coach Mark Richt that got him in hot water with the NCAA.

London's contributions will help himself, his coaching staff, his players and his university. Richt was slapped by the NCAA for committing a secondary violation after he gave more than $25,000 in out-of-pocket payments over the last two years to three assistant coaches that Richt believed were under-compensated by the university.

He'll only get a nasty letter from the NCAA added to his permanent record, and a required refresher course in arcane NCAA rules, but it all seems kind of silly when you think about the fact Richt's actions served to provide some of the same program-building morale as London's contributions.

It's hard to see how any harm was caused by either contribution. There's no personal statement being made here about what people should do with their money (to be honest, I don't see a problem with the contributions of either coach - it's their money, it's their programs and it's not going in the pockets of recruits or their families). Yet, London's own money is good in the eyes of the NCAA, while Richt's cash is a no-no. Weird.

The GOP's Christmas Gift to the President

The president will have a more relaxed Christmas, I imagine, than the one he was expecting a month ago. His poll ratings have improved a lot in the past few weeks. It's too soon for him to be confident of re-election, obviously, but things are looking up.

Why? One possibility is that his new and more partisan posture--the Kansas speech, class warfare and all that--is paying off. I doubt it though. If I were advising him, I'd still caution against the newly pronounced "them and us" line, for reasons I've gone into before. But I could be wrong and we'll see.

The economy is showing tentative signs of recovery. That helps, and if the trend continues it will be the best possible news for Obama. The troop withdrawal from Iraq was another plus. But my guess would be that the main thing helping Obama right now is the performance of the Republicans. What more could they have done, really, to boost support for the president?

The debates, and even more the GOP's response to them, makes one wonder about Democratic black ops. They might have been carefully orchestrated to repulse independent voters. The party is not just persistently unimpressed with Romney, who nonetheless remains the putative front-runner: that would be bad enough. Even worse are the serial infatuations, implosions and repudiations. (Herman Cain? Newt Gingrich?) These attest to a kind of collective mental unfitness.

Then, to cap it all, the payroll tax fiasco. Republicans for higher taxes! On one side, the House GOP at its most unruly and shambolic; on the other, Senate and White House united in bipartisan moderation. Maybe somebody out there is impressed and wants to see these people in charge, but the swing voters who will settle this election certainly don't.

Merry Christmas, Mr President. With enemies like this, who needs friends?

Google To Pay Mozilla $300 Million a Year in Search Deal (NewsFactor)

Google will pay about three times as much as it once did to be the default search engine on Mozilla's Firefox browser. Although Google and Mozilla are keeping the word mum, news reports are leaking details of the deal.

"Under the multi-year agreement, Google Search will continue to be the default search provider for hundreds of millions of Firefox users around the world," said Gary Kovacs, CEO of Mozilla. What Kovacs did not say -- and AllThingsD blogger Kara Swizer is saying -- is this: The Google deal is valued at just shy of $1 billion.

AllThingsD reports that Google will pay just under $300 million a year for the strategic positioning on Firefox. Microsoft was vying for the placement for its Bing decision engine on Firefox. Microsoft also has a deal in place with Facebook.

What About Bing?

"Mozilla was able to involve Microsoft in the discussion and so created some competition for its Firefox 'default' search business. While Google's market share would probably not have been significantly affected by a switch to Bing, it was enough of a threat to generate this deal," said Greg Sterling, principal analyst at Sterling Market Intelligence.

Microsoft had been cozying up to Mozilla in recent months. In October, Mozilla and Bing rolled out Firefox for Bing, a customized version of Firefox that sets Bing as the default search engine in the search box and AwesomeBar and makes Bing.com the default home page. But Bing doesn't have a lock down on the custom Firefox experience. Mozilla is also working with United Internet, Twitter, Yahoo and Yandex on that front.

But Alan Eustace, Google's senior vice president of search, cemented the relationship between the browser rivals, at least in the media. "Mozilla has been a valuable partner to Google over the years and we look forward to continuing this great partnership in the years to come," he said. Google has the lockdown on the search engine for the next three years, at least.

Although Microsoft still has the market-leading browser with Internet Explorer, Firefox and the Google Chrome browser together are making strong gains against the incumbent. According to StatCounter, the combined versions of Internet Explorer hold about 50 percent of the global market share. Safari has gained about 5 percent on the desktop, and about 55 percent on mobile devices.

Chrome has usurped Firefox on the browser usage front. According to StatCounter, Chrome boasts 25.7 percent of the global browser market. That's nearly a 5 percent climb from two years ago. Firefox has 25.23 percent. Some industry watchers predict Chrome could draw a larger advantage against Firefox by the end of the first quarter of 2012.

"Google's own Chrome browser is increasingly a threat to Firefox, and Google's earlier, apparent abandonment of Firefox seemed to be a statement that it no longer needed the company," Sterling said. "However Mozilla seems to have played its hand well here and guaranteed its survival for the foreseeable future."

New power plant rules: Higher bills, cleaner air

The Obama administration on Wednesday unveiled rules for coal-fired power plants that mean costly investments passed on to consumers, but also health benefits.

Hundreds of older plants ? which together make up the largest remaining source of unchecked toxic air pollution in the United States ? will have to cut emissions or shut down.

"By cutting emissions that are linked to developmental disorders and respiratory illnesses like asthma, these standards represent a major victory for clean air and public health," Lisa Jackson, head of the Environmental Protection Agency, said in a statement.

The American Lung Association added its support, calling it a "huge victory for public health" and echoing EPA estimates that the rules will prevent 130,000 child asthma attacks and 11,000 premature deaths each year.

Power plant operators who have trouble meeting a three-year deadline to reduce emissions of mercury and other toxics will be given some flexibility under a deal struck between the White House and the EPA, the Washington Post reported last Friday.

The EPA estimates the rules will cost utilities $9.6 billion by 2016 to install special equipment known as "scrubbers."

About 40 percent of the 1,400 coal-fired units nationwide still lack modern pollution controls, despite the EPA in 1990 getting the authority from Congress to control toxic air pollution from power plant smokestacks. A decade later, in 2000, the agency concluded it was necessary to clamp down on the emissions to protect public health.

Companies that generate most of their power with "clean" fuel sources like nuclear, natural gas and renewables have supported the standards, while those that get most of their power from coal, including American Electric Power and Southern, have vigorously fought the rules.

Scott Segal, an energy industry lobbyist at Bracewell & Giuliani, said the rules will result in the loss of more than 1.4 million jobs by 2020 as utilities are forced to shutter old coal-fired plants. He estimated that for every temporary job created in technologies to clean up power plants four higher paying jobs, often union ones, will be lost.

"The bottom line: this rule is the most expensive air rule that EPA has ever proposed in terms of direct costs," he added. "It is certainly the most extensive intervention into the power market and job market that EPA has ever attempted to implement."

He also cited an industry-sponsored study that estimated areas with the most coal power plants could see electricity prices rise by 19 percent.

"Much is made of the current debate over extending the payroll tax holiday," he told msnbc.com. "The irony is that a middle class family may end up giving that entire tax benefit back in the form of higher utility bills."

EPA spokeswoman Enesta Jones countered that "EPA modeling indicates that these standards will result in relatively small changes in the average retail price of electricity (approximately 3 percent)."

Republicans had joined opponents, and in October the EPA delayed approval, saying it needed more time to review the 960,000 comments it received on a draft of the measure.

In response to concerns about the costs, the EPA has said the money saved in health care costs will be greater than the amount polluters will need to invest in retooling their plants to meet the new standards.

A group of 25 states has launched a court case over the rules, seeking a delay of at least a year for what they argue is an expensive measure that will shut down old coal-fired power plants.

Analysts have said American Electric Power and Duke Energy could see temporary shutdowns because of the rules.

To ease those concerns, the EPA will encourage states to make "broadly available" an additional fourth year to comply. Case-by-case extensions could also be granted to address local reliability issues.

The EPA, which had also been sued by environmental groups to finalize the rule, has maintained that the regulation is needed to prevent illnesses and deaths caused by air pollution.

Environmentalists were pleased with the final rules.

"After decades of industry-induced delay, the Environmental Protection Agency did exactly what it was designed to do: look out for our health and our environment," said Frances Beinecke, president of the Natural Resources Defense Council.

The EPA estimates the rules will save $37 billion to $90 billion in health care costs each year by 2016 as technology to cut mercury emissions also reduces emissions of fine particulates, which can damage hearts and lungs.

'Sherlock Holmes: A Game Of Shadows' Cheat Sheet

After the spectacular success of "Sherlock Holmes" — $515 million in worldwide ticket sales, a Best Actor Golden Globe win for Robert Downey Jr., both of which were unpredictable accomplishments given the fact that the film arrived in theaters at the same time as James Cameron's "Avatar" — it was no surprise when Warner Bros. announced plans for a sequel.

To celebrate the arrival of "Sherlock Holmes: A Game of Shadows," in theaters Friday (December 16), here's our comprehensive cheat sheet of everything you need to know about the action-packed, Guy Ritchie-directed sequel.

A New World of Possibilities
Amazingly enough, talk of a "Sherlock" sequel began three months prior to the original's release, when Brad Pitt was rumored to be joining the cast as Moriarty and there were rumblings that it would be shot in 3-D. Neither of those things panned out, but we did eventually learn that the sequel would be filmed in Paris and London and that instead of "Sherlock Holmes 2," the film's title would be "Sherlock Holmes: A Game of Shadows."

Fresh Meat
Early on, we learned that Rachel McAdams' return as Irene Adler was trimmed to a "very small part," which made way for the addition of a new female lead, Noomi Rapace, who originated the role of Lisbeth Salander in Sweden's "The Girl With the Dragon Tattoo." Ritchie summed up her character thusly: "She's a gypsy princess with balls," he told us when we visited the set. "That's what Noomi brings to the table."

The other new addition was "Mad Men" actor Jared Harris who won the coveted role of the villainous Professor Moriarty. Harris couldn't give us many details about the role when we caught up with him in early '11, but he did gush about the "great fun" he had on set.

Setting the Shadowy Tone
As we started to inch closer to the film's release, we started to see that the sequel was going to be a bit darker via the first official posters, photos and the first full-length trailer. It's not all dark and stormy, of course, since a lot of the fun of the first film was in the whimsical moments between Downey and Law, and Holmes' various disguises, as revealed in this funny clip featuring more of RDG in drag.

When MTV News caught up with the main players recently, Downey assured us the film is a "superior product" and that everyone had gone to great lengths to make it bigger and better. Perhaps Ritchie summed it up best: "All in all, we tried to basically put this film on 'roids."

Detecting the 'heartbeat' of smallest black hole candidate

ScienceDaily (Dec. 15, 2011) ? An international team of astronomers has identified a candidate for the smallest-known black hole using data from NASA's Rossi X-ray Timing Explorer (RXTE). The evidence comes from a specific type of X-ray pattern, nicknamed a "heartbeat" because of its resemblance to an electrocardiogram. The pattern until now has been recorded in only one other black hole system.

Named IGR J17091-3624 after the astronomical coordinates of its sky position, the binary system combines a normal star with a black hole that may weigh less than three times the sun's mass. That is near the theoretical mass boundary where black holes become possible.

Gas from the normal star streams toward the black hole and forms a disk around it. Friction within the disk heats the gas to millions of degrees, which is hot enough to emit X-rays. Cyclical variations in the intensity of the X-rays observed reflect processes taking place within the gas disk. Scientists think that the most rapid changes occur near the black hole's event horizon, the point beyond which nothing, not even light, can escape.

Astronomers first became aware of the binary system during an outburst in 2003. Archival data from various space missions show it becomes active every few years. Its most recent outburst started in February and is ongoing. The system is located in the direction of the constellation Scorpius, but its distance is not well established. It could be as close as 16,000 light-years or more than 65,000 light-years away.

The record-holder for wide-ranging X-ray variability is another black hole binary system named GRS 1915+105. This system is unique in displaying more than a dozen highly structured patterns, typically lasting between seconds and hours.

"We think that most of these patterns represent cycles of accumulation and ejection in an unstable disk, and we now see seven of them in IGR J17091," said Tomaso Belloni at Brera Observatory in Merate, Italy. "Identifying these signatures in a second black hole system is very exciting."

In GRS 1915, strong magnetic fields near the black hole's event horizon eject some of the gas into dual, oppositely directed jets that blast outward at about 98 percent the speed of light. The peak of its heartbeat emission corresponds to the emergence of the jet.

Changes in the X-ray spectrum observed by RXTE during each beat reveal that the innermost region of the disk emits enough radiation to push back the gas, creating a strong outward wind that stops the inward flow, briefly starving the black hole and shutting down the jet. This corresponds to the faintest emission. Eventually, the inner disk gets so bright and hot it essentially disintegrates and plunges toward the black hole, re-establishing the jet and beginning the cycle anew. This entire process happens in as little as 40 seconds.

While there is no direct evidence IGR J17091 possesses a particle jet, its heartbeat signature suggests that similar processes are at work. Researchers say that this system's heartbeat emission can be 20 times fainter than GRS 1915 and can cycle some eight times faster, in as little as five seconds.

Astronomers estimate that GRS 1915 is about 14 times the sun's mass, placing it among the most-massive-known black holes that have formed because of the collapse of a single star. The research team analyzed six months of RXTE observations to compare the two systems, concluding that IGR J17091 must possess a minuscule black hole.

"Just as the heart rate of a mouse is faster than an elephant's, the heartbeat signals from these black holes scale according to their masses," said Diego Altamirano, an astrophysicist at the University of Amsterdam in The Netherlands and lead author of a paper describing the findings in the Nov. 4 issue of The Astrophysical Journal Letters.

The researchers say this analysis is just the start of a larger program to compare both of these black holes in detail using data from RXTE, NASA's Swift satellite and the European XMM-Newton observatory.

"Until this study, GRS 1915 was essentially a one-off, and there's only so much we can understand from a single example," said Tod Strohmayer, the project scientist for RXTE at NASA's Goddard Space Flight Center in Greenbelt, Md. "Now, with a second system exhibiting similar types of variability, we really can begin to test how well we understand what happens at the brink of a black hole."

Launched in late 1995, RXTE is second only to Hubble as the longest serving of NASA's operating astrophysics missions. RXTE provides a unique observing window into the extreme environments of neutron stars and black holes.

Potential Changes Could Cut Citizens Insurance Risk ? CBS Miami

TALLAHASSEE (CBS4/NSF) ? Internal changes could reduce Citizens Property Insurance Corp. potential losses by up to $1.5 billion, but its governing board on Wednesday approved a legislative agenda that, if approved, would make further, more significant reductions in risk.

Meeting in Orlando, Citizens? board of governors said it would ask lawmakers to rein in what types of property the insurer must cover and speed up the process by which it can raise premiums, which company officials and many lawmakers believe are now artificially low.

Gov. Rick Scott has called on Citizens officials to push a legislative agenda aimed at shrinking the state-backed property insurance company, which now has about 1.5 million policies. Realistically, Citizen?s officials would like to see its number of policyholders reduced to about 800,000 policies.

The governor and other policy makers generally want Citizens to shed risk because if the company can?t pay claims, it could be financially ? and politically ? problematic. Once Citizens? cash and reinsurance is exhausted, private insurance customers would first pay assessments, raising their rates, and if that weren?t enough to cover Citizens? losses or insurance customers balked, state taxpayers might have to pick up part of the tab.

Generally, the Citizens board on Wednesday approved the same provisions that were included last year in a proposal that failed to become law, including allowing Citizens to increase rates by up to 25 percent a year.

Earlier this month, Citizens chairman Carlos Lacasa outlined a series of proposals to help the company reduce its exposure. Among the changes Citizens can make without legislative approval is reducing coverage for ancillary buildings or reducing the liability insurance cap.

On Wednesday, Citizens staff estimated that in-house efforts to limit exposure could reduce the potential maximum loss by more than $1.5 billion, a 7 percent reduction. Of that, $1 billion would be saved in coastal areas, a 15 percent cut.

?It may not be a mile but it is certainly more than an inch,? said Citizens board member John Rollins

But any major depopulation and reduction of risk cannot come without action from legislators, who have been reluctant to make drastic changes. In fact, lawmakers a few years ago capped rate increases for the state-backed insurer, which has allowed the gap between actuarially sound rates and premiums to widen.

On Wednesday, the board said it wants lawmakers to accelerate the path to bringing Citizens rates more in line with what company officials say is its risk. Lawmakers have capped residential policy increases at 10 percent. Citizens board members want the cap increased and also want to be able to pass on re-insurance costs on to customers over and above the cap.

Other proposals would revise eligibility requirements to reduce the number of residential and commercial properties eligible for coverage.

(AP) ? With the implosion of Herman Cain's campaign amid accusations of adultery and sexual harassment, the once-crowded 2012 Republican presidential field appears to be narrowing to a two-man race between Mitt Romney and Newt Gingrich.

GOP voters have one month before the leadoff Iowa caucuses. Gingrich is showing strength in the latest Iowa poll, while Romney is strong in New Hampshire, site of the first primary.

Romney has maintained a political network since his failed 2008 presidential bid, especially in New Hampshire. Gingrich, whose campaign nearly collapsed several months ago, is relying on his debate performances and the good will he built up with some conservatives as a congressional leader in the 1980s and 1990s.

Gingrich's efforts appear to be paying off in Iowa. A Des Moines Register poll released late Saturday found the former House speaker leading the GOP field with 25 percent support, ahead of Ron Paul at 18 percent and Romney at 16.

Cain's suspension of his campaign Saturday, and Texas Gov. Rick Perry's continued struggles to make headway with voters, have focused the party's attention on Romney, a former Massachusetts governor, and Gingrich, a one-time congressman from Georgia. They offer striking contrasts in personality, government experience and campaign organization.

Their political philosophies and differences are a bit harder to discern. Both men have changed their positions on issues such as climate change. And Gingrich, in particular, is known to veer into unusual territories, such as child labor practices.

Romney has said he differs with Gingrich on child labor laws. Gingrich recently suggested that children as young as nine should work as assistant school janitors, to earn money and learn work ethics.

Cain's announcement in Atlanta offered a possible opening for Romney or Gingrich to make a dramatic move in hopes of seizing momentum for the sprint to the Jan. 3 Iowa caucus. Neither man did. They appear willing to play things carefully and low-key for now.

At a town hall meeting in New York sponsored by tea party supporters, Gingrich declined to characterize the race as a direct contest between himself and Romney. Any of the remaining GOP contenders could stage a comeback before the Iowa caucuses, he said. "I'm not going to say that any of my friends can't suddenly surprise us," Gingrich said.

But once high-flying contenders such as Perry and Rep. Michele Bachmann of Minnesota have not managed to bounce back so far, despite weeks of trying.

Cain's once-prospering campaign was undone by numerous allegations of sexual wrongdoing.

Gingrich, twice divorced and now married to a woman with whom he had an extramarital affair, has been the most obvious beneficiary of Cain's precipitous slide.

But Perry, Bachmann and possibly others are likely to make a play for Cain's anti-establishment tea party backing. Time is running short for them to establish themselves as the top alternative to Romney, who has long been viewed with suspicion by many conservatives.
