Amsterdam plans sober party for Dutch inauguration

AMSTERDAM (AP) ? The Dutch capital is known for boozy stag nights and pot-smoking tourists. But for what could be the nation's party of the decade ? the abdication of Queen Beatrix and accession to the throne of her son Willem-Alexander ? Amsterdam wants to keep things low key.

Mayor Eberhard van der Laan said Wednesday he "wants a party, but at the same time sober" for the April 30 inauguration.

He's not suggesting alcohol-free festivities, but he wants to keep the cost in check as the nation tightens its belt to recover from an economic buffeting caused by the European debt crisis.

Van der Laan is even seeking sponsors to help pick up the estimated ?7 million ($9 million) tab for the royal bash.

And in an attempt to prevent the capital clogging up with visitors keen to get a glimpse of their outgoing queen and new king, Van der Laan had some advice about the best vantage point.

"If you want to get a really good view, maybe the best place is watching on television," he said.

The day in Amsterdam will start with Beatrix signing abdication papers in the royal palace on central Dam Square. The inauguration of Willem-Alexander will then take place next door in the 15th century New Church.

In the early evening, the new King Willem-Alexander and his Argentine-born wife Maxima will take a boat trip around the city's Ij waterway.

The Ij was chosen over a trip around the city's famed 400-year old ring of canals because it is easier to control crowds along the river banks than in the maze of narrow side streets that link the canals.

And there will be no giant firework show to crown the day's festivities ? Van der Laan said it wouldn't be dark enough when the royals finish their boat trip.

For those in the city who don't want to head to the water's edge, the huge public square behind the Rijksmuseum will be turned into an "Orange Square" where revelers can watch events unfold on giant screens.

I spent sometime with the Edge at CES 2013 and was instantly impressed. It ran Dirt 3 seemingly as good as my monster desktop. But, also like my gaming PC, the Edge is expensive.

The Core i5 Razer Edge costs $999 while the Core i7 Razer Edge Pro costs $1299. Plus, each one of the accessories are sold separately. Just the Gamepad Controller is $249. A fully decked-out Razer Edge Pro with Gamepad Controller rings up for $1,698. Ouch.

The Microsoft Surface Pro has so far won over some Windows loyalists. They like the full computing power combined with the svelte form factor. The Surface Pro, with its Core i5 CPU, can power through most daily tasks and even handle some games, but, quite frankly, the husky Razer Edge is fully capable of beating it up and stealing its lunch money.

'Sequester' scare tactics? White House details 'devastating' 50-state impact.

A White House report stresses the huge impact the sequester spending cuts would have on states. For some states, that might be true. But for others, the cuts might just be a blip.

The report on the "sequester" includes 50 state documents ? plus one more for the District of Columbia ? to show ?the devastating impact the sequester will have on jobs and middle class families across the country if Congressional Republicans fail to compromise to avert the sequester by March 1st.?

But, rather than making the case that the cuts will be devastating, the 51 reports suggest the sequester?s impact would vary widely by state, depending largely on the degree of activity related to the US military. And in many states, defense plays a small role in the economy.

Consider one large Midwestern state, Ohio. The White House report for this state finds that 26,000 civilian employees of the Defense Department would be furloughed, with a new work schedule that reduces their gross pay by $161.4 million during the fiscal year that ends in September.

That sounds large. But, when coupled with $5 million in expected cuts to Army and Air Force operations in Ohio, that amounts to about $14 for each of Ohio?s 11.5 million residents, spread over half a year. Ohio would take an additional hit from a decline in defense contractor work, but that industry (not analyzed in the White House estimates) makes up only about 2 percent of the state?s economy.

By contrast, some states would see much larger defense-related impact from the sequester, either because they have lots of civilian defense workers (Virginia, Maryland) or lots of military operations (Hawaii, Alaska) or lots of defense contractors (Washington, Connecticut) relative to their overall population.

The sequester would also affect a host of non-defense federal activities across the 50 states. Those, also, would be somewhat unevenly dispersed among states. But only in Maryland, Virginia, and New Mexico does non-defense federal spending account for more than 5 percent of economic output, according to research by forecasters at the banking firm Wells Fargo.

The new Google+ account-based logins, Google argues, offer far more features than the current Google authentication system, though the older version will continue to be available and function. Analysis: As cyberthreat looms, here's what matters

The past several weeks have seen an explosion of news about United States cybersecurity. First, stories about Chinese cyberattacks. Next, the president?s historic reference to cybersecurity in the State of the Union address. Finally, more stories about Chinese cyberespionage. If one is in the business of national security, these and other stories represent identifiable parts of a larger, cohesive story. But for the lay reader, discerning that larger story is more challenging. What is old news? What is new? And what lies ahead?

The old news: the scale, types, and sources of the attacks

According to a recent Washington Post article, a new U.S. government intelligence assessment describes the massive scale of cyberattacks by nation states (most notably, by China), criminal organizations, and individuals. Although it is fair to say that the scale, scope, and sophistication of such attacks have increased over the past several years, the basics have largely remained the same. The U.S. government and affected commercial sectors have been well aware of these threats. All too many industries ? information technology, defense, energy, advanced manufacturing, healthcare, agriculture, law, non-governmental organizations, and the media, to name a few ? have been attacked, and in the most sophisticated cases the perpetrators have been traced back to China. Even the most technologically able of companies, such as Google and defense contractors, have found Chinese cyberattackers resident in their networks. Intruders have been able to steal enormous amounts of sensitive and valuable information. The combined result of this U.S.-to-China illicit exfiltration is what one official has called ?the greatest transfer of wealth in history.??

Also in the ?old news? category is that not all attacks are about stealing. In less common but more immediately disruptive cases, state-sponsored cyberattackers ? most notably from Iran ? have caused significant harm to computer networks. Specifically, last fall attackers disrupted U.S. financial institutions? networks, making some websites temporarily inaccessible. Even more destructively, Iranian cyberattackers rendered inoperable 30,000 computers at the world?s largest oil company, Saudi Aramco. These attacks illustrate what cyber professionals have long known: cyberattacks ? especially against critical infrastructure ? can easily turn from silent burgling to serious disruptions or destruction.?

The new news: exactly who is attacking us, and presidential action

The past several weeks have also highlighted new developments in cyberwarfare, most significantly exactly who the attackers are and more forceful executive branch efforts to combat cyberattacks.? ???

On the first, a report this week by the network security company Mandiant concluded that a significant number of sophisticated attacks originated not just from China, but likely were perpetrated by the Chinese military. Although this may not be new to many ?on the inside,? the public attribution to the People?s Liberation Army (PLA) with a highly detailed description of their modus operandi as well as individuals involved is something we have not seen publicly before. There are real risks to this disclosure, as it will undoubtedly drive the PLA to pursue new tactics to avoid detection, but Mandiant (and many others) clearly believe that those risks are outweighed by the value of highlighting China?s efforts.

On the second point, there has indeed been a flurry of presidential activity over the past two weeks. Most significantly, the president?s executive order sought to maximize what federal departments could do absent legislation. The executive order specifically seeks to improve classified and unclassified information-sharing between the government and private sector, prioritize the protection of critical infrastructure (e.g., our electrical grid), and develop voluntary private sector standards for cyberdefense. The administration has also announced a government-wide effort to combat the theft of trade secrets from U.S. companies. This is significant in that it is the first high-profile and consolidated public statement ? quite clearly focused on China ? that contemplates more forceful legal and trade action against China should it not alter its behavior.

What lies ahead: legislation, confrontation, destruction?

Where then does this leave us? I expect major developments on at least three fronts.?

First, legislation. Although the executive order is a first step, most recognize that legislation is necessary to enhance our cyberdefenses. Specifically, only legislation can provide companies immunity for providing cybersecurity-related information to the government. In addition, only legislation can clarify who in the government ? the Departments of Defense, Justice, Homeland Security, and Intelligence Community, among others ? should or must have access to the private sector information that is provided to officials. There are, of course, difficult questions embedded in these high-level issues: Will such information sharing affect the privacy of ordinary citizens? How will the federal bureaucracy (and federal workforce) keep pace with rapid technological change? More broadly, will the focus on information-sharing provide enough defense against a smart, determined adversary for whom economic espionage is a national imperative?

Second, confrontation. Assuming ? and I think it is a very solid assumption ? that cyberdefense can never do enough to protect networks, to what degree will the U.S. (and other nations) confront China (and other large-scale cyberattackers) to convince them to limit their use of cybertheft? Although the new administration strategy suggests greater forcefulness, the proof will be in the pudding. Neither the United States nor other nations can afford to view China through a singular cyberlens given our deep economic ties and reliance on their support for global hotspots like North Korea. In addition, to what degree will private companies who look to China as a massive emerging market be willing to proclaim publicly that their secrets have been stolen by China or others? I expect to see continued confrontation with China over these matters, but I?m less sanguine that we will be able to seriously alter its current cybercalculus.

Third, destruction. While the present focus has been largely on economic loss, we must not lose sight of the very real risk of destructive cyberattacks. As already noted, Iranian-sponsored cyberattacks effectively destroyed computers in Saudi Arabia, as well as computers at RasGas in Qatar. Using cybertools, determined adversaries can disrupt industrial control systems that govern our critical infrastructure, to include electrical, water, telecommunications, and air traffic control systems. In an armed conflict with a country like Iran, we will have to be prepared for such attacks; if Iran is willing to disrupt U.S. banking institutions today, then we would be foolish to think they would not be willing to do more in the midst of a hot war. And although Iran may not possess sufficiently skilled cyberwarriors to cause serious harm, we must remember that other, non-state actors might well be willing to assist in the fight if the price is right. Warning of a ?cyber Pearl Harbor? is in my view a bit too alarmist, but we must nevertheless recognize ? and mitigate ? what is a clear, nationwide vulnerability today.?

Oscar Pistorius gets bail as murder trial looms

PRETORIA, South Africa (AP) ? Oscar Pistorius walked out of a South African court Friday a free man ? for now ? after a magistrate agreed to release him on bail ahead of his premeditated murder trial over the shooting death of his girlfriend.

But even as he was driven away from court and chased by videographers and photographers, questions continued to hound the Paralympian about what actually happened when he opened fire on Valentine's Day inside his home and killed Reeva Steenkamp.

Chief Magistrate Desmond Nair, who agreed to bail with harsh restrictions for the athlete, expressed his own doubts about Pistorius' story. Those questions, highlighted at a four-day bail hearing that at times foreshadowed his coming trial, come from Pistorius' account that he felt threatened and mistook Steenkamp for an intruder when he fired the four shots at her in his bathroom.

"Why would (Pistorius) venture further into danger?" Nair asked.

Pistorius' supporters shouted "Yes!" when Nair made his decision after a nearly two hour explanation of his ruling to a packed courtroom in Pretoria, South Africa's capital. Yet when prosecutors and the defense said they agreed to bail terms, Nair more than doubled those conditions for the 26-year-old runner to be free ahead of trial.

Nair set the bail at 1 million rand ($113,000), with $11,300 in cash up front and proof that the rest is available. The magistrate said Pistorius must hand over his passports and also turn in any other guns that he owns. Pistorius also cannot leave the district of Pretoria without the permission of his probation officer, Nair said, nor can he take drugs or drink alcohol.

Pistorius' family members hugged each other after the decision was read, with tears in their eyes.

"We are relieved at the fact that Oscar got bail today but at the same time we are in mourning for the death of Reeva with her family," said Pistorius' uncle, Arnold Pistorius. "As a family, we know Oscar's version of what happened on that tragic night and we know that that is the truth and that will prevail in the coming court case."

Sharon Steenkamp, Reeva's cousin, had said earlier that the family wouldn't be watching the bail decision and hadn't been following the hearing in Pretoria.

"It doesn't make any difference to the fact that we are without Reeva," she told The Associated Press.

Nair set Pistorius' next court appearance for June 4. The Olympian left the courthouse in a silver Land Rover, sitting in the rear, just more than an hour after the magistrate imposed the bail conditions. The vehicle, tailed by motorcycles carrying television cameramen aboard, later pulled into the home of Pistorius' uncle.

Pistorius left behind more than a dozen international and local television crews at the red-brick courthouse. It's a sign of the growing global fascination with a case involving an inspirational athlete and his beautiful, law-school graduate girlfriend, who was a model and reality TV show contestant.

During Friday's long session in Pretoria Magistrate's Court, Pistorius alternately wept and appeared solemn and more composed, especially toward the end as Nair criticized police procedures in the case and as a judgment in Pistorius' favor appeared imminent. He showed no reaction as he was granted bail.

Before the hearing, Pistorius' longtime coach Ampie Louw said he hoped to put his runner back into his morning and afternoon training routine if he got bail.

"The sooner he can start working the better," said Louw, who was the person who convinced the double-amputee to take up track as a teenager a decade ago. But he acknowledged Pistorius could be "heartbroken" and unwilling to immediately pull on his carbon-fiber running blades, the reason behind his "Blade Runner" nickname.

There is one place, however, where Nair ordered that Pistorius cannot go: His upscale home in a gated community in the eastern suburbs of Pretoria, where he killed Steenkamp in the predawn hours of Feb. 14.

Pistorius said in a sworn statement to the court that he shot his girlfriend accidentally, believing she was an intruder in his house. He described "a sense of terror rushing over" him and feeling vulnerable because he stood only on his stumps before opening fire.

Prosecutors, however, say he intended to kill Steenkamp, saying the shooting followed a loud argument between the two. Yet despite poking holes in Pistorius' statement ? they questioned why he didn't notice his girlfriend missing despite walking past the bed and brought up incidents that they said highlighted his temper ? their case unraveled through testimony by the police's lead investigator in the case, Detective Warrant Officer Hilton Botha.

Botha, who faces seven charges of attempted murder in an unrelated incident, was removed from the case Thursday. His replacement, the nation's top detective Vinesh Moonoo, stopped briefly by the hearing Friday. Prosecution spokesman Medupe Simasiku said later Friday: "We're still confident in our case."

While Nair leveled harsh criticism at Botha for "errors" and "blunders," he said one man does not represent an investigation and that the state could not be expected to put all "the pieces of the puzzle" together in such a short time. The magistrate questioned whether Pistorius would be a flight risk and be prepared to go "ducking and diving" around the world when he stood to lose a fortune in cash, cars, property and other assets.

Pistorius faced the sternest bail requirements in South Africa because of the seriousness of the charge. His defense lawyers had to prove that he would not flee the country, would not interfere with witnesses or the case and his release would not cause public unrest. They also had to show "exceptional" circumstances for his release as well, something Nair said could be found in the "weak" case offered by prosecutors.

Yet the magistrate still anticipated the shape of the state's case at trial. Nair said he had serious questions about Pistorius' account: Why didn't he try to locate his girlfriend on fearing an intruder was in the house? Why didn't he try to determine who was in the bathroom? And why would he venture into perceived "danger" ? the bathroom area ? when he could have taken other steps to ensure his safety?

Touching those unanswered questions, Nair said: "There are improbabilities which need to be explored."

Rangers say all football debt has been cleared over player transfers

Rangers say they have paid all outstanding football debt to clubs for player transfers.

The Ibrox club owed a number of European clubs money as part of an agreement with the Scottish FA to have their membership transferred between the old company, now in liquidation, and Charles Green's newco.

GAIS, Orebro, Palermo and Rapid Vienna have all confirmed to STV they have been paid settlements by Rangers.

Green has told STV a similar debt with St Etienne for the purchase of Carlos Bocanegra has also been settled, but did not confirm the amount paid. The French side have been unavailable for comment.

Rapid Vienna confirmed on Wednesday: "We received the money from the new Rangers company yesterday (Tuesday) to our bank and the matter with them is closed.

"We have assured them we will not raise any dispute with FIFA which could have potentially blocked their participation in future European competitions.

"We are still trying to recover the full amount from the old Rangers company, but we understand this may take many months."

GAIS, who were owed training compensation for Mervan Celik said: "We can confirm we have been paid for Mervan. We do not wish to disclose the amount."

Orebro, from who Alejandro Bedoya was purchased, stated: "We have been paid as part of an agreement with Rangers."

Palermo also confirmed: "There was an agreement with Rangers for the transaction, which has been duly paid.

Green told STV on Thursday: "We don't owe any more money or any more apologies to anyone."

The chief executive had claimed in January that all debt to European clubs had been settled. However, negotiations with Rapid had not been settled and the agreed amount, 820,000 euros, was only paid this Tuesday.

There was no deadline set by the Scottish FA for all football debt to European clubs to be paid by.

Rangers have also made an upfront payment to Hearts for an outstanding amount due for the transfer of Lee Wallace, which was due in June 2013. ?500,000 was previously agreed under the conditions of the transfer, but Hearts have agreed to take ?400,000 immediately, which has been paid.

The Transport Minister has requested explanations from the enterprise in regard to the aforementioned fact.

The dismissed Briskens is surprised by the minister?s decisions to relieve him of duty. ?The council manages the airline on a strategic level. It does not evaluate activities on an operating level. This includes marketing activity,? ? said Briskens in an interview to Latvian radio and the Latvian Television?s internet portal.

He notes that the Council?s responsibility is defined by the Commercial Law and the objectives set by the largest shareholder [the state]: searching for strategic investors for airBaltic, renewal of the airline?s fleet, communication between shareholders and the airline, the Transport Ministry, as well as coordination of cooperation between the airline and Riga International Airport.

Briskens agreed that the use of the data (February 23) in order to attract clients is not the kind of marketing activity that should be employed by Latvia?s national airline. However, he noted that the Board of the airline holds no responsibility for this. He also offered the Board to review the communication system between the Board and airBaltic?s marketing department.

?As far as I know, the marketing department has presented its explanations for the situation to the Board of the airline, which has informed the Transport Ministry as well,? ? Briskens said.

However, airBaltic?s representative Janis Vanags said in an interview to Latvian Radio that there has not been an official announcement of Briskens? dismissal form his post. He said that the airline explained its discount policy with the wish to offer more accessible travelling opportunities to its clients.

In his commentary to BNN,?airBaltic?Vice President Janis Vanags said: ?airBaltic?finds every reason to promote travel ? now and in the past we have offered better deals for customers on Haloween, Valentine?s Day, Christopher Street Day or Men?s day, or any other.
