Family Day disappoints students yet again | The Bray Online

duck In all of my time here at Southern Arkansas University I have never seen anything quite as absurd as ?Family Day.? It is apparently one of SAU?s big events here on campus which, in all reality, it is big if you compare it to Homecoming Day and the Spring Concert.

Family Day was made for students to see their families, who they may not otherwise see until Thanksgiving or Christmas break, but it?s such a waste of time. People spend time decorating beds for the Residence Hall Association?s Bed Race, coming up with strategies for the Greek Canoe race and setting up tables for the Organization Fair just for one day.

What is the point of racing highly decorated beds down the street with some poor soul hanging on for dear life? It?s entertaining when they crash, but after doing all that work what is the point of just destroying the bed in the race. The winning hall gets a trophy. A trophy? Really, SAU?! All we can give them is a trophy, no small scholarship or anything for the people running or even the rider? And not even a trophy for them, the trophy is for the entire residence hall. Shouldn?t the students who end up with a few bumps and bruises that last all weekend and then some get something for their time and effort?

Then we sit around or walk around a dry and stinky organization fair. I don?t know whose idea it was to have an organization fair at the Duck Pond, but I think that they should at least try to re-think that. Who really wants to eat food around smelly ducks? I don?t know about everyone else, but I don?t. So I?m supposed to stand around eating stale popcorn while watching people race around the pond for an engraved oar. Quite frankly I must say that Family Day prizes aren?t worth much.

Later in the day we take our families to the football game where some students pile themselves into the stands to watch the Muleriders lose. I?ve been to a good number of football games here over the past three years and I think that they won maybe four games. We?re expected to have school spirit and show our families a good time, but what?s good about destroyed beds, smelly ducks and a losing football team?

I?m not a big football fan, but I would expect that the team of any type of sport would play like they love it. Well that or at least play like their Mom or someone they care about is watching. So Mulerider Football team if you are playing like someone you care about is watching then I feel so sorry for them.

Sure students get in free to the games, but not even free admission is worth going to watch the team lose especially if you are bringing your family and they have to pay. When my sister visited for one Family Day I was embarrassed that she had to pay to watch the team lose.

I get that Family Day is about spending time with your family and friends, but how about something that is actually enjoyable. Something that provides a good time to all. More than likely less than half of the campus actually participates in Family Day because the other half ditched to go home and do something fun.

I personally think that Family Day is nothing but an epic failure. It?s supposed to be a fun interactive visit with students and their families, but all I see are people walking around at the same events every year for a few hours to watch a notoriously losing team.

Thanks SAU for making Family Day so enjoyable.

BEIRUT (AP) ? Once-peaceful Syrian protesters are increasingly taking up arms to fight a six-month military crackdown, frustrated that President Bashar Assad remains in control while more than 2,700 demonstrators are dead, analysts and witnesses say.

The growing signs of armed resistance may accelerate the cycle of violence gripping the country by giving the government a pretext to use even greater firepower against its opponents. Authorities have already used tanks, snipers and mafia-like gunmen known as "shabiha" who operate as hired guns for the regime.

"If peaceful activism on the part of the protesters turns into violent insurgency, the risk of civil war will dramatically increase and the regime will benefit and likely go for the kill," Bilal Saab, a Middle East expert at the Monterey Institute of International Studies in California, told The Associated Press.

The degree to which Syrian protesters are arming themselves is difficult to quantify because Syria has blocked nearly all outside witnesses to the bloodshed by banning foreign media and restricting local coverage. The state media echoes the party line, which states the regime is fighting thugs and religious extremists who are acting out a foreign conspiracy.

But interviews with a wide group of witnesses, activists and analysts suggest the conflict is becoming more violent. Led by defecting army conscripts and Syrians with access to weapons smuggled in through neighboring Iraq, Turkey and Lebanon, protesters have begun taking up arms to fight back, observers say.

They are being aided by Sunni fighters returning from Iraq to their native Syria.

"Now these Syrian insurgents are returning to their country to help topple the Assad regime," said Qassim al-Araji, a Shiite member of the Iraqi parliament's defense and security committee. "We are happy to see these fighters leaving Iraq, saving us from their evils, but at the same time we do not want major disturbances in neighboring Syria."

A widespread armed revolt would be a potentially dire change in the protest movement, which for strategic reasons has remained mostly peaceful with an eye toward gaining a moral advantage over Assad. In many ways, the movement was modeled after the nonviolent revolutions in Tunisia and Egypt.

But with the U.N. estimating more than 2,700 civilian deaths since the uprising began in mid-March, many protesters are starting to see the limits of a peaceful movement, particularly when compared to the armed uprising in Libya that drove Moammar Gadhafi from power ? albeit with NATO air support.

Although the mass demonstrations in Syria have shaken one of the most authoritarian regimes in the Middle East, the opposition has made no major gains in recent months, it holds no territory and still has no clear leadership.

"The regime is killing the people and some residents are thinking that peaceful demonstrations will take them nowhere, even in 10 years from now," said a prominent Syrian activist who asked that his name and location not be published because of the sensitivity of the issue. "Gunmen and army defectors are fighting side by side against regime forces."

He and other activists said the armed resistance is strongest on the outskirts of Homs, a central city that has seen some of the largest demonstrations, along with Jabal al-Zawiya in Idlib province near the Turkish border.

There also have been increasing reports of attacks on security forces and police patrols. Mohammed Saleh, an opposition figure in Homs, said he saw a police car riddled with bullets and a burned-out security bus in the city last week.

Saleh also said gunmen attacked an army force last week, destroying six armored personnel carriers in Homs.

Another Homs activist, Majd Saleh, confirmed clashes between Syrian troops and army defectors.

"The opposition to the government is gradually transforming into more of an armed resistance," said Vali Nasr, a Middle East expert and former Obama administration official in the State Department. "The brutality of the regime has become enormous and there is increasing pressure on people to defend their families and their villages. They clearly have won a moral argument against the government, but physically it doesn't protect them."

There is no central call to arms by the opposition, in part because there is no clear leadership in the movement. The Syrian opposition is disparate and fragmented, with various parties vying for power as they see an end to more than 40 years of iron rule by Assad and his late father, Hafez.

Still, recent weeks have seen a subtle change in tone. Some Syrians are now calling on protesters to take up arms and inviting foreign military action, hoisting signs that say "Where is NATO?" and urging the world to come to Syria's aid.

The most prominent protest organizers responded swiftly, insisting the movement is entirely peaceful and stressing that the Assad regime will use any violence to justify its ferocious crackdown.

"While we understand the motivation to take up arms or call for military intervention, we specifically reject this position," said a statement last month by the Local Coordination Committees, an activist group with a wide network of sources on the ground across Syria.

"Militarization would ... erode the moral superiority that has characterized the revolution since its beginning," the statement said.

Many activists were hesitant to speak on the record about the armed resistance; others denied it outright. Mohammed Saleh, one of the activists in Homs, blamed the increased violence on drug dealers and smugglers.

But the calls to arms appear to be borne of frustration that the revolt has descended into a stalemate, with neither side willing to give in. The protests have continued nearly every day, but the gatherings have lost some momentum in recent weeks.

U.S. State Department spokesman Mark Toner said the Obama administration understands that frustration, urging the Assad regime to avoid more violence by allowing a peaceful political transition process.

"The great majority of the opposition members have shown extraordinary restraint in the face of the regime's brutality and are demanding their rights through peaceful, unarmed demonstrations," Toner said Monday. "The longer the regime continues to use repression, killing and jailing peaceful marchers and activists both, the more likely that the peaceful protest movement will become more violent."

The U.N. human rights office says the regime has started retaliating against protesters' families to snuff out the uprising, a fearsome new tactic which could be having a chilling effect on the revolution.

"Prominent human rights defenders, inside and outside the country, are reported to have been targeted," U.N. human rights office spokeswoman Ravina Shamdasani said in Geneva on Friday. "We are also concerned by reports of the targeting and attacking of families and sympathizers of the protesters by security forces."

There is little sign of the violence ending anytime soon. International intervention, like the NATO action that helped topple Gadhafi, is all but out of the question. Washington and its allies have shown little appetite for intervening in yet another Arab nation in turmoil.

International sanctions, some of which target Assad personally, have failed to persuade him to ease his crackdown. There had been hopes, since dashed, that European Union sanctions would prove a humiliating personal blow to Assad, a 46-year-old eye doctor who trained in Britain.

There also is real concern that Assad's ouster would spread chaos around the region.

Syria is a geographical and political keystone in the heart of the Middle East, bordering five countries with which it shares religious and ethnic minorities and, in Israel's case, a fragile truce. Its web of allegiances extends to Lebanon's powerful Hezbollah movement and Iran's Shiite theocracy.

A destabilized Syria, the argument goes, could send unsettling ripples through the region.

Syria also has a volatile sectarian divide, making civil unrest one of the most dire scenarios. The Assad regime is dominated by the Alawite minority, an offshoot of Shiite Islam, but the country is overwhelmingly Sunni Muslim.

Alawite dominance has bred resentments, which Assad has worked to tamp down by pushing a strictly secular identity. But he now appears to be relying heavily on his Alawite power base, beginning with highly placed relatives, to crush the resistance.

For many Syrians, the uncertainty over the future is cause for alarm in a country where sectarian warfare is a real, terrifying possibility. Syria is a fragile jigsaw puzzle of Middle Eastern backgrounds including Sunnis, Shiites, Alawites, Christians, Kurds, Druse, Circassians, Armenians and more.

Even for Syrians who despise Assad, the worst-case scenario is a descent into a Lebanese-style civil war ? and Assad has exploited those fears by portraying himself as the only power who can keep the peace. But as faith in the regime erodes, Syrians could decide that protecting themselves will be their only option, regardless of the outcome of the uprising.

"The argument for arming yourself is very strong, whether you think Assad is going to survive or fall," Nasr said. "People are becoming increasingly unconvinced a peaceful transition is in the cards. So either the regime will survive with enormous brutality or it will fall to chaos and violence. Either way, people are taking to arms."

Even for Syrians who despise Assad, the worst-case scenario is a descent into a Lebanese-style civil war ? and Assad has exploited those fears by portraying himself as the only power who can keep the peace. But as faith in the regime erodes, Syrians could decide that protecting themselves will be their only option, regardless of the outcome of the uprising.

"The argument for arming yourself is very strong, whether you think Assad is going to survive or fall," Nasr said. "People are becoming increasingly unconvinced a peaceful transition is in the cards. So either the regime will survive with enormous brutality or it will fall to chaos and violence. Either way, people are taking to arms."

AP Interview: Egypt backs treaty with Israel (AP)

UNITED NATIONS ? Egypt's foreign minister said Monday his country will always respect its landmark peace treaty with Israel and is seeking ways to strengthen its "strategic relationship" with the United States.

Mohamed Amr's comments in an interview with The Associated Press come at a time of mounting concern about deteriorating Israeli-Egyptian relations and Washington's diminished influence on the Cairo government following the ouster of long-time President Hosni Mubarak in February.

Amr appeared to backpedal on comments last week by Egyptian Prime Minister Essam Sharaf, who said the 1979 treaty with Israel was not "sacred" and may be open to revisions in the future. His remarks triggered alarm bells in Israel, which saw its embassy in Cairo ransacked by rioters earlier this month following protests over the killing of six Egyptian border guards by Israeli soldiers pursuing Palestinians who had infiltrated and killed eight Israelis.

Amr said relations between Egypt and Israel were governed by the U.S.-brokered peace agreement and that Cairo honored all its treaty commitments as long as the other party did the same "in letter and in spirit."

Asked if Israel had run afoul of the spirit or letter of the 1979 agreement, Amr said: "No, I don't mean Israel in particular. I mean our agreements in general."

He stressed that Egypt will always respect its treaty obligations, including the peace deal with Israel. He said in response to a question that this meant there is no chance the peace treaty would be abrogated or changed, adding, "We respect our obligations."

Mubarak had largely kept the peace between his country and Israel despite popular resentment toward the U.S.-brokered Camp David accords, which included a framework for peace in the Middle East and another detailing the terms of peace between Egypt and Israel. The United States had a much closer relationship with Mubarak, and since his ouster the Obama administration has expressed concern about a "creeping" trend of anti-American sentiment in Egypt.

Asked about concerns over the state of U.S.-Egyptian relations, Amr said he was heading to Washington for talks Tuesday and Wednesday with senior U.S. officials including Secretary of State Hillary Rodham Clinton.

"We always have strong relations with the United States," he said. "This is not limited to one era or one regime, this is a strategic relationship that benefits both sides actually, not only one side. ... I think both parties are very much interested in not only maintaining their relationship but also strengthening it in the future."

Amr, a former diplomat who worked at the World Bank before being tapped as foreign minister by the new government in July, said Egypt is passing through "exciting times" following the popular uprising that toppled Mubarak.

Amr said he is hopeful the roadmap to "a truly representative government" will be kept ? elections for the two houses of parliament by the end of November, establishment of a 100-member committee to draft a constitution in six months, a referendum on the constitution and presidential elections in early 2012.

"But, of course, in such circumstances, you cannot have definite dates," he said. "You always have to be flexible and respond to whatever circumstances that may arise. But we are optimistic that this is more or less the schedule for the coming period."

Amr downplayed concerns that a potential strong showing by supporters of the Muslim Brotherhood in parliamentary elections could pose challenges to the current government's goal of shifting Egypt from an autocratic nation to a democratic state.

"A characteristic of any democratic system ... is that everybody should have a chance to express his views ? to put his ideology to the people," he said, adding that one positive outcome from this year's events has been a greater level of political transparency and opportunity for groups to speak up more openly.

"Whatever outcome will come through the ballot box (it) should be and must be respected," he said.

The Muslim Brotherhood was the best organized and most influential opposition movement in Egypt under Mubarak's regime, but had to field candidates as independents in the past and its influence was largely subverted ? at least in official channels ? by the former ruling National Democratic Party.

Many in Egypt are worried that a strong showing by the Brotherhood, as it is known, could push the country away from the framework of a largely secular state. That potential shift is a source of major concern for the country's minority Coptic Christians and some in the West.

But the country has also faced a host of other challenges in the months since Mubarak was toppled, including near daily strikes, an economy that is struggling to restart after being hammered in the wake of the revolution, and near daily protests including over the trial of Mubarak and other former regime officials.

Despite the challenges, Amr said he was optimistic about the future of Egypt and its Arab neighbors.

The popular uprisings in Tunisia and Egypt have sparked movements for democratic change elsewhere in the region, "and this shows you again that Arab people have more in common than maybe outsiders think," he said.

"I see a democratic, liberal, developed country ... which regained its sense of hope," Amr said. "I see a country that is much better than the country we had yesterday, and this, inevitably, will lead to Egypt reoccupying its rightful place as a leading power, as a beacon for progress and moderation, in our region."

The Chicago White Sox coaching staff is slowly dwindling. Hitting coach Greg Walker announced his resignation from the team Wednesday, effective at the end of the season but it all started with skipper Ozzie Guillen.

Guillen managed his last game for the White Sox Monday with a 4-3 win over the Toronto Blue Jays. Guillen said he had 'no regrets' about his career with the White Sox. However in a press conference in Miami Wednesday,? where he will now manage the Marlins, Guillen didn't feel the love in the windy city, comparing his departure to a divorce.

"When I got here it was easier because you think about my situation in Chicago and it was hard, obviously," Guillen said. "You get a divorce, and every divorce no matter how ugly or how good it is, is a divorce."

Guillen went on to say that his 'baseball blood' didn't run as thick in Chicago as it will in Miami.

"I'm pumped up," Guillen said. "I think my blood came back, my baseball blood will go around my body once again. I don't see the passion for the game, (in Chicago)" he continued. "I don't see the love for the game. Something was missing and that's the thing that was very hard for me to deal with.

Now here, as soon as I start talking about baseball, I'm excited," Ozzie said. "And sometimes I get too excited and it just keeps me going. They're hungry and I see the passion and the love for the organization."

Guillen also said that there was plenty of drama off the field to the point where the media didn't ask him questions about the game so much as the issues beyond the box score.

"If things go through my mind every day, if ever you want me here, how much I want to be here, or how hard it is for me to be asked questions about Chicago every day," he said. "We never get to the point. The last couple of days they don't even ask me 'How do you think this guy pitched?' or 'How do you think this guy performed?' Everyone wants to ask me something else."

Guillen also touched the subject of the slumping Adam Dunn. Dunn entered the 2011 season with a streak of seven seasons with at least 38 home runs. Now however, he owns a .159 average and is on the verge of putting up the lowest single-season batting average in history, dating back to 1910 (1.39).

"People in Chicago thought I was promoting myself to be here or I always played Adam Dunn because I was mad and I want to show people," Guillen said. "I always played Adam Dunn because he was supposed to be in the lineup."

In the end, Guillen is happy to be in Miami.

"I just feel people really want me," he said. "That was the only thing I wanted. They want me, they were happy to see me, they were happy that I was the guy to run this ball club. I get here, and I thought, 'Wow, you know finally, everything is over.'"

Greece says PM urged Cyprus calm in call with Turkish PM (Reuters)

ATHENS (Reuters) ? Greek Prime Minister George Papandreou called for calm over Cyprus in a phone conversation with Turkish Prime Minister Tayyip Erdogan on Monday, a Greek government spokesman said, as regional tensions rise over oil exploration.

"Two hours ago, the Prime Minister had a telephone conversation with Mr Erdogan," government spokesman Ilias Mosialos told reporters. "The Prime Minister said there should be self-constraint and calm" over Cyprus, Mosialos said.

A Turkish oil exploration vessel left the Aegean port of Izmir on Friday to carry out surveys off northern Cyprus amid tensions with Greek Cypriots on the divided island over rights to hydrocarbon reserves in the eastern Mediterranean.

Regional tension rose after Cyprus's Greek Cypriot government announced on Tuesday that drilling had begun in a southeast offshore area adjoining a gas field in Israeli waters reputed to be the world's largest find in the past decade.

Mosialos said the call focused on security issues related to Cyprus in general, but the two leaders did not discuss the oil drilling.

"The Prime Minister said unilateral actions that create problems in the region should be avoided," he said.

MINNEAPOLIS - Staring at a 20-0 deficit as they trudged into the Metrodome locker room at halftime, the old Detroit Lions would have started making plans to leave Minnesota with another loss.

In this young season, it is becoming abundantly clear that these are not the same old Lions.

Matthew Stafford threw two touchdown passes in the second half to help Detroit get to overtime, and Jason Hanson kicked a 32-yard field goal to finish off a 26-23 victory over the Minnesota Vikings on Sunday.

Calvin Johnson had seven catches for 108 yards and two touchdowns for the Lions, who are 3-0 for the first time since 1980. They won in the Metrodome for the first time since 1997, snapping a 13-game skid.

"This is my best win ever," said Lions center Dominic Raiola, who was 0 for 10 in the Metrodome before Sunday. "We're talking about a place we've never won, since 1997."

Adrian Peterson rushed for 78 yards and a touchdown, but only 5 of those yards came in the second half as the Vikings (0-3) gave away a double-digit halftime lead for the third week in a row.

"It's tough," Peterson said. "I feel sick right now."

Stafford completed 32 of 46 passes for 378 yards, and he saved his best throw of the day for his last.

With blitzing Vikings linebacker Chad Greenway right in Stafford's grill, the young quarterback heaved a pass off his back foot in Johnson's direction. The 6-foot-5 Johnson made a brilliant 40-yard catch with Cedric Griffin all over him, and Hanson calmly drilled the field goal for the winning score.

"Nothing needed to be said. I think we knew we were going to go down there and score ? that's the way every good offense is," Stafford said of the final drive. "We didn't blink at all. We just went down there and put some points on the board."

There was a little confusion after the kick, with officials blowing their whistles and holding off the celebration. But this was a long time coming for the Lions, and coach Jim Schwartz could be heard over the referee's microphone yelling "Learn the (expletive) rules!" as he jogged toward his handshake with the Vikings' Leslie Frazier.

"It was as tough as a win ... as I've been a part of," Schwartz said. "We had to overcome a lot of adversity. It's tough to be down 20 at the half."

Stafford looked completely lost against the Vikings' aggressive array of zone blitzes in the first half, throwing for just 64 yards. He was a different quarterback in the second half, calmly dissecting the Vikings defense and keeping the Lions confident.

"The dude, for missing two seasons (with injuries), he's so calm and collected and that whole attitude goes over the whole huddle," Johnson said. "He's our coach on the field. He's a great leader for us and he makes big plays."

Brandon Pettigrew had 11 catches for 112 yards for the Lions, who were favored in Minnesota for the first time since 1981.

Jared Allen had three sacks, Brian Robison added two and Donovan McNabb threw for 211 yards and a touchdown for the Vikings.

For the third week in a row, the Vikings came out of the gates flying. Peterson had a 6-yard touchdown run, and the defense sacked Stafford, who had hardly been touched in the first two weeks, three times in the first half.

The Lions had minus-7 yards of offense in the first quarter, and Marcus Sherels' 53-yard punt return set up McNabb's 8-yard TD to Visanthe Shiancoe for a 20-0 lead right before the break.

Just as they had done with a 17-7 lead over the Chargers in Week 1 and a 17-0 lead over the Bucs in Week 2, the Vikings gave it all away.

Stafford hit Johnson for a 32-yard TD, and Hanson's 27-yard field goal cut the lead in half at 20-10.

Jahvid Best's 60-yard screen pass gave the Lions a first-and-goal at the 5 as the third quarter came to an end, one that saw the Lions outgain the Vikings 190-6.

Stafford's 5-yard TD to Johnson made it 20-17 early in the fourth quarter, and Frazier decided to go for it on fourth-and-1 from the Detroit 17 rather than kick a field goal. Toby Gerhart was stuffed by DeAndre Levy.

"We thought we had a good play, a play we were confident we could get inches on, and they did a good job of stopping it," Frazier said

Stafford drove the Lions right back down the field, and Hanson's 50-yard field goal tied the game with 5:20 to play.

Hanson, the only player on the team who had a victory as a Lion in the Metrodome, kicked four field goals.

"Whatever happens out there," an emboldened Raiola said, "we have whatever we need in this locker room to come back from it."

NOTES: It's the first time in Johnson's career he's had at least two touchdowns receiving in three straight games. He's only the second player in team history to do that. ... The Vikings are 1 for 15 on third downs in the second half this year while their opponents are 13 for 22. ... Michael Jenkins had nine catches for 88 yards for the Vikings. ... Frazier said McNabb hurt his right wrist on a sack in the fourth quarter.

Official: Explosions kill 10 in holy Iraqi city

(AP) ? A series of blasts hit a Shiite holy city in Iraq on Sunday, killing at least 10 people and wounding scores of others. A local resident said he feared the attacks were another attempt by Sunni insurgents to ignite sectarian violence in the country.

Government officials said a total of four explosions struck the city of Karbala around 10 a.m. in a steady drumbeat over a five-minute period, meaning they likely were coordinated.

Two government officials from Karbala ? provincial councilman Hussein Shadhan al-Aboudi and parliamentarian Jawad Kadim al-Hassnawi ? said 10 people died in the blasts. The attacks were launched near an office that issues ID cards to Iraqi citizens and also about a half-mile from the city's gold-domed shrine to Imam Abbas.

Two local police and hospital officials put the death toll at 11. They spoke on condition of anonymity because they were not authorized to release the information.

The number of wounded people ranged from 40 to as high as 90. Conflicting casualty tolls are common in the confusion that immediately follows large attacks in Iraq.

Raed al-Assali, a government employee in Karbala Investment Council said he feared the attacks were another strike by insurgents hoping to spark sectarian violence at a time when the city's Shiites are already simmering over the deaths of 22 pilgrims in a bus hijacking two weeks ago in the Sunni-dominated Anbar province.

"I rushed to rooftop of our building and I saw thick smoke rising from the blast area," said al-Assali, who was sitting in his office doing paperwork when he heard the booms. "Some people in panic were running in the nearby alleys in order to escape fire and danger."

"There's a feeling here that some groups are trying to ignite sectarian sedition by targeting Karbala after the crisis with Anbar," he added, referring to the slaying of the pilgrims.

Prime Minister Nouri al-Maliki has been trying to tamp down tensions between officials in Karbala and Anbar since the deadly Sept. 12 hijacking of the bus, which was headed to a shrine in Damascus, Syria. Four suspects are being held in the case, and al-Maliki's military advisers say at least some foreigners were among the plotters.

Karbala, 55 miles (90 kilometers) south of Baghdad, is one off the holiest cities in Muslim Shiism because two imams ? Abbas and Hussein ? are buried there.

Initial casualty reports said three policemen were killed in the attacks, and eight more were among the wounded. Al-Hassnawi, said at least one of the blasts appeared to target police and rescue teams who rushed to the government ID office after the first explosion.

Putin addresses criticism at party congress (AP)

MOSCOW ? Russian Prime Minister Vladimir Putin addressed criticisms of his increasingly authoritarian leadership on Friday at a party congress being watched for signs he intends to reclaim the presidency next year.

Putin, who served as president from 2000 to 2008, said Russia's government should listen to human rights activists, fight corruption and make sure the courts provide equal protection to all citizens.

Putin's tone was softer than usual when speaking with members of his United Russia political party as they opened a two-day congress to determine their program and list of candidates for the Dec. 4 parliamentary elections.

He and President Dmitry Medvedev are expected to speak Saturday before about 10,000 party delegates at a Moscow sports stadium.

Party member Olga Kryshtanovskaya, a prominent sociologist who studies the Russian elite, said Putin was unlikely to announce his candidacy for president Saturday. But if he agreed to head the party's list of candidates, it would signal his intention to run for the position in March, she said.

The president technically has more powers than the prime minister in Russia, but Medvedev was Putin's handpicked successor, and Putin has remained the more powerful figure.

The most important purpose of the congress was to strengthen Putin's position as national leader and endorse the link between him and the party, said Lilia Shevtsova, a scholar of Kremlin politics at the Carnegie Moscow Center.

This was illustrated in a video clip posted Friday on the party's website.

"Vladimir Vladimirovich Putin is not only the leader of our party but our overall national leader, the only figure consolidating our society," opera soloist Maria Maksakova, 34, gushed in the video.

The prime minister addressed his critics, although not without a touch of cynicism.

Putin said he is often criticized, "sometimes fairly, sometimes unfairly," by what he described as a "category of people" known as rights activists. Although they tend to draw attention to "problems that don't touch everyday lives," he said, unless Russia addresses these problems the people will feel cut off from their government.

"Whether or not we like the activities of these organizations, we have to show understanding and respond to the tasks or even complaints they present," Putin said.

While he was speaking, police detained a handful of opposition protesters on the street outside. Under Putin, opposition protests are routinely broken up by police.

Opposition leader Sergei Udaltsov, who was among those detained, called on Russians to boycott the elections to protest the barring of all opposition parties.

"It is shameful for Russia in the 21st century to hold mock and anti-constitutional elections," he said.

Putin, who built his popularity on the back of strong economic growth, said Friday that salaries and pensions would continue to grow, and he promised increased funding for education, health care and housing.

But he also cautioned that the government may need to take unpopular steps to cope with the global financial turmoil.

"The task of the government is not only to pour honey into a cup, but sometimes to give bitter medicine," Putin said. "But this should always be done openly and honestly, and then the overwhelming majority of people will understand their government."

Shevtsova, the Carnegie scholar, said Putin could keep Medvedev for a second term if he wanted him to take responsibility for the expected austerity measures, but she said this was highly unlikely. The continuation of the "tandem," with Putin running the country from the No. 2 position of prime minister, was proving too destabilizing.

"In difficult times, the times of trouble which are coming, it is better to grip the power in one fist," she said.

Among the future options being discussed for Medvedev was to become parliament speaker. Kryshtanovskaya said this would raise the profile of the job. United Russia now holds 312 of the 450 seats, and is expected to retain its majority after the elections.
